This is why Lotor in VLD was not going to have a redemption arc where he won Allura back. And why Zuko's redemption arc had to come from him spending time with the people he'd hurt in the past and helping them overcome or cope with their struggles.
And in addition, because of Zuko spending time away from the Fire Nation he was able to have the seeds planted to have his belief in the ideology of the Fire Nation be broken. I know that in the article their definition of a redemption arc doesn't require an ideological component, but Avatar contended directly with the underlying ideology and thus made Zuko's redemption all the more powerful.
That, too! He spent time in the places the Fire Nation had personally victimized. (And had a moment where he did the right thing in "Zuko Alone" but when he revealed his true identity, he was hated and for good reason. Showing that even doing good is a work in progress.)
