This would be so much easier if it were Mai and Ty-Lee. But them's the breaks.

“Why are you hugging me?” It wasn’t that Mai thought that Katara was beneath her; while the war-time attitudes that she’d been indoctrinated into weren’t trivial to throw off, the only time she’d ever been passionate about the Fire Nation’s propaganda was when Zuko seemed to have betrayed his country. Still, she just wasn’t a very huggy person.
“I just...I thought I’d show my appreciation.” Katara was dressed in an elaborate Northern Water Tribe robe, since she was representing them at this gathering. And while technically she was the daughter of the Southern Water Tribe chief, the sheer difference in bearing between her and Mai was enough to keep her on edge. “Zuko told me about what you did at the Boiling Lake prison, and I haven’t gotten the chance to thank you for that until now.”
“Really?” Mai said, raising her eyebrow by the merest fragment, minuscule in anyone else but telling in her, “From what Zuko told me you didn’t stop staring ice daggers into his back until well after that.”
“Well, I suppose that is true, but I was more talking about how you saved my brother and my father’s life, as well as Suki too.”
“Did I now?” Mai yawned, more the product of exhaustion than of boredom. “To be honest, they were pretty incidental to my decision; Zuko could have been trying to save a colony of fire ants and I’d have done the same thing. Though that would be cause for questioning the viability of our new Fire Lord.”
There was a pause, and both women giggled a bit. Then Mai surprised Katara by hugging her just as tight as she did. “Um, what’s this about?”
“Because Zuko also told me about how you defended him from his crazy sister on the day of Sozin’s Comet, and one good turn deserves another. I guess.”
I'm going to go with Suki and Yue, because trying to get Toph to hug is not a challenge I want to face.

“This is a dream, right?” Suki said to the ethereal form of Princess Yue, glowing a soft blue as she basked in the pale moonlight. Yue shook her head no. “Oh. So, to what do I owe the honor?” Suki was on very uncertain ground; her training as a Kyoshi Warrior had prepared her for a lot in life, but meeting up with a spirit, especially the spirit of the moon who was once a human princess, that was not one of them.
Yue said nothing as she floated closer to Suki, and wrapped her arms around her as best she could, given her insubstantial nature. “Thank you for saving him.”
Suki looked back over her shoulder at Sokka, who was still asleep; it was just as well, since seeing the two loves of his life hugging like this would have probably caused him to faint straight away. Suki then placed her arms around Yue as best she could, trying her best not to pass through the ascended spirit. “Well, you did save the whole world first, so I guess this was your victory too.”
Yue smiled, and faded back into the glow of the full moon.

and I do suppose Toph has other ways of showing her affection.
